Community Solar Financing 2026: $870M in Four Weeks Shows Capital Backing Operators, Not Development

Data current to 13 October 2026.

Community solar capital in 2026 is backing proven operators, not new development. Between 15 September and 8 October, five US distributed solar platforms closed roughly $870 million of construction debt, term debt and tax equity, and every one was an operator with an existing portfolio. Over the same period, data showed community solar installations falling 14% year on year. This briefing sets out the five financings, what lenders and tax equity investors are rewarding, and what it means for the finance leaders running DG platforms.

In brief

  • Five DG platforms closed about $870 million in four weeks, all of it debt or tax equity against existing or in-construction assets.
  • The lender pool looks deeper, with first-time bank relationships and private credit leading a facility.
  • Tax equity is still being written for New York and Illinois community solar after the 4 July 2026 begin-construction deadline.
  • In VSP's 2026 Leadership Pay Review, 64% of CFO offers at DG platforms required prior tax equity or portfolio debt execution, up from 41% in 2025.

Sources: company releases from each sponsor, corroborated by pv magazine USA, PV Tech and Renewables Now. CleanChoice's two projects, at 27-28 MWdc each, sit between distributed and small utility-scale.

Three features stand out. First, each deal is debt or tax equity against assets that exist or are being built, not equity for development. Second, the lender pool looks deeper. The MUFG facility is Generate's first community solar financing with the bank, and 38 Degrees North's facility was led by a private-credit affiliate of Apollo. Third, tax equity is still being written for New York and Illinois community solar after the 4 July begin-construction deadline, and Generate's KeyState fund includes ITC insurance.

One caution: 38 Degrees North's $260 million should not be divided by 85 MW to produce a cost per MW. The facility structure was not disclosed.

How do these financing structures work?

Each structure funds a different stage of a project's life:

  • Construction debt funds the build and is repaid when the project reaches operation.
  • Tax equity is investment from a party, usually a bank, that receives most of the project's federal tax credits in return. For solar this is typically the 48E investment tax credit (ITC). ITC insurance protects the investor if the credit is later challenged.
  • Term debt is long-dated debt against an operating project's cash flows, often used to take out construction debt.
  • Credit transfer, allowed under Section 6418 of the tax code, lets an owner sell its tax credits for cash to an unrelated buyer instead of raising tax equity.

The deadline matters for all of it. Under the One Big Beautiful Bill Act (OBBBA), signed on 4 July 2025, solar projects that begin construction after 4 July 2026 must be placed in service by 31 December 2027 to claim the 45Y or 48E credit (IRS Notice 2025-42). Projects already safe-harboured are the ones investors can underwrite with confidence.

Is the community solar market growing?

No. The deals sit in a contracting market. SEIA/Wood Mackenzie's Q3 2026 US Solar Market Insight report shows community solar installing 231 MWdc in Q2 2026, down 14% year on year, with New York down 70% in the first half. Wood Mackenzie forecasts community solar flat at about 1.7 GWdc for 2026, supported by an 8.2 GWdc safe-harboured community solar pipeline. It expects commercial solar to contract by about 7% a year on average over the next two years.

Wood Mackenzie also observes that distributed developers are pulling back from acquiring new sites and widening into small utility-scale and storage.

The stress shows at the weaker end. PowerBank's FY2026 results, filed with the SEC on 28 September, show revenue down 34% to $27.4 million, with development fee revenue falling from $7.7 million to $0.9 million. PowerBank is a micro-cap and should not be read as typical. Separately, PGR Lessee I and 18 affiliates, holding about 262 MWdc of former Pine Gate projects, filed for Chapter 11 on 9 September after a court ordered them to post about $30.2 million of surety collateral.

Capital has not left distributed solar. It has moved to the businesses that can show it a portfolio.

What are lenders and investors rewarding?

Pivot's term loan illustrates the model. It refinances 51 projects out of a construction warehouse, a revolving facility that funds projects while they are built, into one permanent structure and frees revolver capacity for new builds. Capital is being recycled through an operating business rather than raised against a development pipeline.

Across the five deals, the platforms attracting capital share three traits: an operating track record, repeat relationships with the same capital providers, and the ability to package projects into portfolios large enough to finance. Generate's KeyState facility, for example, is the sixth fund between the two firms.

What does this mean for finance leadership at DG platforms?

None of these financings is, on its own, evidence of hiring. They do show what the finance function of a scaled distributed platform now has to do well, and it is a different job from development finance.

Key counterpartiesEquity investors and project buyersBanks, tax equity investors, private credit and credit buyers
Core reportingPipeline, development spend and sale proceedsCovenants, portfolio performance and investor reporting

That cycle puts weight on:

  • Capital markets execution across construction, tax equity and term debt, often with several banks in a single facility
  • Tax equity structuring, including insurance and credit-transfer alternatives
  • Lender and investor reporting, covenant management and portfolio-level data
  • Asset management, because operating performance now backs the next financing

VSP's data shows how employers are pricing it. In 2026, 64% of CFO offers at DG platforms required prior tax equity or portfolio debt execution, up from 41% in 2025. CFOs with three or more closed portfolio financings earned a median base of $375,000, 9% above the $345,000 median for all DG CFOs, and VP Capital Markets base pay rose 6.1%, the fastest of any finance seat. For the full ranges, see US community solar and DG leadership pay 2026.

For boards and investors, the useful question is whether the CFO and finance team match the stage the platform is in. A finance leader hired to raise development equity may not be the right person to run a portfolio refinancing programme, and the reverse is also true. For candidates, closed transactions are the portable credential: the facilities you have led, their size, structure and counterparties.

About the data

VSP figures come from the VSP 2026 Leadership Pay Review: 142 senior offers, counter-offers and pay discussions at 63 US distributed generation, community solar, storage and IPP platforms, January to September 2026, compared with the 2025 review. "Portfolio financing" means a closed debt or tax equity facility covering more than one project. Figures are median base salary.
